Anti-Choice Bills Move In Arizona State Legislature

The Arizona state Senate Public Safety and Human Services Committee recommended that the full Senate pass two anti-choice bills Wednesday. The bill would allow pharmacists to refuse to honor prescriptions for emergency contraceptives due to moral objections. It also would require minors to receive notarized parental consent prior to an abortion, a 24-hour waiting period prior to an abortion, and specifies that women must be briefed on assistance available if they decide against an abortion.

Currently, there are five anti-choice bills under consideration in the Arizona legislature. Of these, this bill is considered one of the most restrictive. Bryan Howard, president of Planned Parenthood Arizona, told the Arizona Republic that the bill could cause women to "have to travel farther, take more time off work and spend more on child care to get abortions. The cost to Arizona women will be more than $1.5 million a year in addition to the cost of the procedure." Supporters of the legislation claim the restrictions are intended to ensure women are informed prior to an abortion.

The second bill recommended by the committee would expand the penalties for performing so called "partial birth" abortions to include a fine or two-year prison sentence.

Arizona Governor Jan Brewer is anti-choice. She replaced current Homeland Security Secretary Janet Napolitano, who vetoed several pieces of anti-choice legislation while Arizona Governor.

These bills both passed. Here's an article (opinionated) from Planned Parenthood AZ (green font for emphasis from me.) Note that this has reduced the number of AZ counties where a woman may receive a safe and legal abortion from ten to three :

Tell Governor Brewer to VETO HB2564!

TAKE ACTION NOW to Protect Women's Health in Arizona! 

On June 23rd, after giving the public less than ten minutes notice, the Arizona Senate voted 16 to 12, with two Senators not voting, to pass HB2564, a far-reaching, broad bill that will undermine the ability of women to access abortion care. The Senators suspended their own rules so their vote could fly under the radar, to further restrict a womans access to reproductive care, thus showing a reckless disregard for the health of the women in our state.  Now that HB2564 has passed the Senate, it will be sent to Governor Brewer. We know that Governor Brewer and the majority in the state legislature are not interested in protecting the health of women in our state by supporting such common sense solutions as comprehensive sexuality education and access to information.  Instead, Governor Brewer directed the Arizona Department of Health Services to request more than a million dollars from the federal government to promote abstinence-only-until-marriage and then banned Planned Parenthood from participating in the Women's Health Expos last month, denying women access to information from the leading provider of women's sexual and reproductive health services in Arizona.


This is our last chance to stop HB2564!  Please tell Governor Jan Brewer to VETO HB2564!

HB2564:

HB2564 mounts multiple ideologically-driven attacks on womens right to choose safe, legal abortion and even on access to contraception. Under the guise of protecting the health and safety of women seeking abortion care, this bill creates numerous obstacles to women's ability to access the full range of reproductive-health options.

This bill will create an undue burden for women attempting to access care in rural areas by adding additional costs such as child care, travel and lost wages.  For instance, a woman coming from Yuma County to access care would spend an average $523.08 in additional costs as abortion care would no longer be available in that county.  Additional costs include travel (362 miles roundtrip), lodging and meals, child care, lost wages; all costs associated with the lack of providers and the 24 hour waiting period, necessitating an overnight trip or two roundtrip visits.

This bill inserts government interference in the doctor/patient relationship, and will mandate the health care information women receive.

As a result of these restrictions, women will delay their abortion care, increasing their health risks.

This bill does not solve any problems, these legislators want abortion care to be more expensive and less accessible, and as a result, it will be more dangerous.

This bill goes too far, is too extreme and puts women at risk with no regard for their well-being.

Of course she could have said "no"... but she didn't, and so Arizona lost the best governor we'd had in years. Adding insult to injury, she was replaced by a republican who has now provided us with an unchecked republican legislature. In the past week, they cut I forget how many million from education in the buget, sixty-two, I think, cut funding for all kinds of social services, passed a new "flat tax" which of course benefits the wealthiest of the wealthy, and added a full one cent to our sales tax. There's the republican "economy" fix. But they weren't done just yet. In a sneaky move* they quietly met and passed a sweeping anti-choice measure which makes more stringent than the already strict rules on minors getting abortions, stiffens the penalty for "late term" abortion, even if the mother's health is involved, requires a 24 hour waiting period after a patient has gone to see a physician and said they want an abortion, and affirmed the rights of facilities to refuse to provide abortions, and a whole host of other things which diminish Roe. I know some here, or at least previously here, applaud that sort of thing -- I'm not included in that group.  

I've been watching for months now what happens when a republican legislature no longer feels reined in by the possibility of a democratic governor's veto, and I'm here to tell ya it ain't purty.

Arizona's proposed 2010 budget is perhaps the worst this state has ever seen -- it hurts everyone but the wealthy and advantaged, and actually enhances their already happy lot at the expense of the poor and middle classes.

I'm glad Janet has taken a prudent and reasonable approach from the federal perspecitve to our border/immigration issues as well as protection of nuclear facilities and a host of other things, but damn, we sure miss her presence here...
